FINAL REPORT – Norwegian Parliamentary Elections September 2025

In September 2025, Democracy Volunteers deployed an international observation mission to assess the conduct of Norway’s Parliamentary Elections. A team of 24 trained observers independently monitored voting and counting at 119 polling stations across nine municipalities, including Oslo, Bergen and Trondheim.

The elections were very well run. In 96% of polling stations observed, the process was rated “Very Good” or “Good”, with election staff consistently professional, efficient and welcoming. Voting was generally smooth and transparent, even during busy periods, and observers were impressed by the high standards of organisation and public trust in the process.

Accessibility was a clear strength. Polling stations were largely easy to access, and staff provided appropriate assistance to elderly voters and voters with disabilities. Advance voting locations were orderly and secure, and election officials at both municipal and national level demonstrated a strong commitment to transparency and openness.

Some challenges were identified. Family voting, which can undermine ballot secrecy, was observed in 16% of polling stations. Observers also noted that polling station signage was sometimes unclear, particularly where multiple stations were located in the same building.

Overall, the mission concluded that Norway remains an inclusive, mature and well-functioning democracy. The report recommends clearer signage, renewed emphasis on ballot secrecy, and further steps to support fully independent voting for all voters.
